I am Keith Lawson, Chief Information Security Officer at London Health Sciences Centre. I hold a B.Sc. in Computer Science, an M.Sc. in Cybersecurity, and the CISSP designation. Over 25 years in healthcare IT, I have led systems integration, software engineering, infrastructure operations, cybersecurity and for the past decade I’ve directed large technical teams. I am a change leader who delivers secure, reliable services in complex, resource-constrained environments.
Beyond my CISO role, I founded a successful software company delivering open-source based solutions, giving me a builder’s perspective on product, cost, and adoption. I also bring governance and financial oversight, having served as Director, Finance Committee Chair, and Treasurer at the Victorian Order of Nurses.
CIRA plays a vital role in Canada’s Internet ecosystem through governance of the .ca top-level domain, management of critical infrastructure, and delivery of cybersecurity services to Canadians. I believe in a free, open, interoperable, and equitable Internet. Having spent my career working within open-source ecosystems I have extensive experience in this space. In my personal time I am working on decentralize technologies to support the foundation of web3 in creating a more secure and private Internet. I would be honoured to contribute practical, hands-on leadership to help CIRA strengthen Canada’s digital infrastructure, invest in digital literacy, support communities through grants and partnerships, and ensure a trusted, inclusive Internet for all Canadians and future generations.
The Canadian Internet Registration Authority (CIRA) is the steward of the .ca country code top-level domain. Ever since .ca was transferred to CIRA from The University of British Columbia in late 2000 CIRA has ensured the .ca namespace is secure, stable, and trusted. CIRA has governed the use of .ca domains and managed its technical infrastructure to the highest operational and security standards. This responsibility extends beyond domain registration; CIRA also plays a critical role in protecting Canadian internet users through services such as DNS security, registry resiliency, education, outreach and cybersecurity solutions tailored to our national needs.
CIRA’s work matters because the internet is now fundamental to Canada’s economy, culture, and democratic life. By maintaining strong governance and investing in robust infrastructure, CIRA ensures that Canadian businesses, institutions, and citizens have a safe, reliable, and distinctly Canadian digital space.
Importantly, CIRA reinvests in the community through initiatives that expand broadband access, promote internet literacy, and support cybersecurity awareness. These efforts help bridge the digital divide, foster innovation, and build resilience in our national digital ecosystem.
In an era of increasing cyber threats and global competition for digital influence, CIRA’s mandate is vital. It safeguards a critical piece of Canada’s internet infrastructure while upholding values of openness, privacy, and security. By balancing operational excellence with public-interest initiatives, CIRA strengthens Canada’s ability to thrive in a connected world.
I would like to join CIRA’s Board to help shape the future of a secure, open, and equitable Canadian Internet. CIRA’s role in governing the .ca domain, safeguarding critical infrastructure, and advancing digital literacy is vital to our national resilience, economic growth, and citizen trust online.
My motivation comes from decades of work in technology, security, and public service. I have seen first-hand how strong governance, thoughtful policy, and open standards can create opportunities and protect rights. I also understand the risks we face from cyberattacks to erosion of privacy and the importance of designing for security, interoperability, and accessibility from the start.
On the Board, I would contribute deep technical and strategic insight in cybersecurity, identity management, and Internet infrastructure. I would advocate for policies that keep Canada’s Internet stable and trusted, promote equitable access in underserved communities, and strengthen Canada’s role in global Internet governance.
I also bring an entrepreneurial engineering mindset from founding and growing a technology business, ensuring that decisions balance innovation, cost-effectiveness, and adoption. My governance experience means I can engage effectively on strategy, oversight, and financial stewardship.
CIRA is uniquely positioned to continue to lead in building a safe, interoperable, and privacy-respecting Internet for Canadians. I am committed to working collaboratively with fellow directors, CIRA staff, and stakeholders to ensure we continue the legacy.
1. Cybersecurity & Internet Resilience
Challenge: Rapidly evolving threats in ransomware, advanced malware, and sophisticated social engineering (e.g. phishing) pose serious risks to the .ca domain and Canadian users.
Opportunity: CIRA can lead by expanding services like XDR, Canadian Shield, and DNS Firewall, and investing in proactive threat intelligence and outreach.
My Contribution: As CISO at LHSC, I manage security across multiple hospitals, combining strategic oversight with hands-on incident response. I would bring deep technical governance experience to guide CIRA’s cybersecurity priorities and ensure services remain resilient under pressure.
2. Sustaining and Innovating Registry Services
Challenge: With the proliferation of new TLDs, there is pressure on .ca growth and visibility.
Opportunity: Leveraging the SIDN partnership and expanding the Hello Registry platform, CIRA can onboard new TLDs, diversify revenue, and reinforce its technical leadership.
My Contribution: Having founded an open-source software company, I understand adoption dynamics, product-market fit, and cost-driven innovation. I would support strategies that grow CIRA’s registry ecosystem and drive sustainable adoption.
3. Advancing Digital Inclusion through Net Good
Challenge: Digital funding is fragmented and hard to access, limiting community capacity in underserved regions.
Opportunity: CIRA can amplify its Net Good grants, coordinate awareness, simplify access, and maximize impact.
My Contribution: In my CISO role and as a former VON board member, I have overseen budgets that address equity in resource-constrained environments. I can help streamline grant governance, enhance outreach, and ensure funding reaches the communities that need it most.
